TKDN Certificate

The TKDN Certificate (Tingkat Kandungan Dalam Negeri) is proof that a product or goods have a percentage or level of domestic content in their manufacturing materials. This certificate is important to demonstrate that a company complies with the government's regulations and policies regarding the use of domestic raw materials to reduce dependency on imports and enhance domestic industry participation. By possessing a TKDN certificate, a company will find it easier to meet the requirements in government tenders or from private parties supplying goods or products to the local market.

TKDN Regulations Based on MINISTER OF INDUSTRY REGULATION No. 31/2022 concerning the Procedure for Calculating the TKDN Value for Medical Devices and Diagnostics invitro. The TKDN components consist of Manufacturing Aspect with a weight of 80% and Research and Development aspect with a weight of 20%.

2. Research and Development Aspect

• Labor (40%)

• Tools (30%)

• After-sales (20%)

• Legality (10%)

BMP Certificate

The BMP Certificate (Bobot Manfaat Perusahaan) is evidence that a company has made contributions in terms of social, environmental, or economic aspects at the local and national levels. This certificate demonstrates that the company has social and environmental responsibilities and implements special programs to improve the well-being of the community, such as skill development, health, environment, and education programs. By having this certificate, a company can strengthen its positive image in the eyes of consumers and society, as well as enhance competitiveness in the domestic and international markets.

BMP Regulations can be found in Presidential Regulation Number 12/2021 on Amendments to Presidential Regulation Number 16/2018 concerning Government Procurement of Goods/Services, Article 66. The evaluation scope of BMP consists of four factors:

1. Empowerment of Micro, Small, and Medium Enterprises (MSMEs) and small cooperatives through partnerships is evaluated based on the amount of company expenditures spent on empowering MSMEs and small cooperatives in the last fiscal year before diversification. The weight is 5% for every multiple of IDR 500,000,000 (five hundred million Indonesian rupiahs) spent, with a maximum weight of 30%.

2. Pemeliharaan kesehatan, keselamatan kerja dan lingkungan (K3L) It is evaluated based on the possession of certificates such as OHSAS 18000/SMK3/ISO45001:2018 and ISO 14000:2015 (Environmental Management System), issued by both the Indonesian Government (KAN) and internationally accredited bodies (ISO), with a maximum weight limit of 20% of the maximum BMP value.

3. Community development is evaluated based on the amount of company expenditures spent on supporting community and environmental empowerment around the company (Corporate Social Responsibility), such as assisting in building places of worship and contributing to natural disasters, with a weight of 3% for every multiple of IDR 250,000,000 (two hundred fifty million Indonesian rupiahs) spent by the company, with a maximum weight of 30%; and

4. After-sales service facilities are evaluated based on the investment costs incurred by the company in the form of land, buildings, equipment, tools, maintenance vehicles, mechanic education costs, and others, with valid evidence issued since the establishment of the company for the purpose of providing after-sales services. The weight of evaluation is 5% for every multiple of IDR 1,000,000,000 (one billion Indonesian rupiahs) spent, with a maximum weight limit of 20%.
